Problems finding term time jobs? Should there be more term time jobs for students/people with children?

Currently compiling a research project on term time working practices. Would like to hear from anyone out there - students, parents, carers, employers on term time working practices in the UK.
Do you think large organisations should offer more term time work in order for students to gain experience, and whilst they are working when they are off from college/uni parents and carers who were doing those jobs could take the time off to care for their children.
It seems quite logical but not many organisations offer term time flexible working policies. I know many parents who have lots of skills and experience but are unable to work due to needing to have term time off. Similarly I know of students who need get relevant paid work experience but are not being given the chance.

Is the UK employment market losing out on skilled workers/giving people skills by not offering more term time working policies?

There are many jobs which cannot be filled because of this very reason.

I have a four year old daughter. I came back to work when she was 3months old, because of financial reasons.

Now that she is approaching school age I am wanting to leave work and become a childminder, reason behind this is that I will never be able to spend anytime with her.
