how much should I charge for placing a banner 2 weeks in a website?
I got a website targeted to "designers" specially to "product designers".
A PR company is asking me to quote them a price for a 2 weeks banner. + give them the "circulation figures".

I'm not sure what you mean by "product designers." I assume you mean people whose skill is in designing the outward appearance of a product or its packaging -- not "inventors"?
I would expect that this audience would be worth "more than most" when measured on a CPM basis. Thus, you could probably ask for a rate of $10 to $30 CPM, or perhaps even more -- but I can't possibly know your traffic better than you.
Of course, the site's traffic is relatively low, so even at a rate of $30 CPM, you'd be seeking $450 for a two-week placement (approximately 15,000 pageviews in 2 weeks, 15 x $30 = $450).
Depending on your negotiating strategy and the buyer's needs, you might start by asking for $450 or you might start by asking for $900. You may find that the buyer is only willing to pay $150 (or less) for this traffic, but you won't know until you ask.
