Where is the best place to look in Texas for state grant money to a small business to a minority?

Texas has programs for minority small businesses in terms of recruitment, but not really grants to help start a business http://www.texasonline.state.tx.us/portal/tol/en/bus/1/7 It is hard to find grants to start a business. Unlike the myths that some perpetuate, federal government and even private foundations hardly give grant money to start a lucrative business. One possible exception is for companies developing or exporting agricultural products, including food and forest products.
